Audit current software behavior or structure against source and runtime evidence. Use repository manifests to bound investigation. Read-only unless changes are also requested; not a prerequisite for ordinary brainstorming or non-code review.

Carry a substantial authorized outcome through focused work packets when the person asks for autonomous continuation. Maintain the rolling plan, use real continuation capabilities, and stop at completion or a genuine human or external boundary.

Build the maintained module and domain map when repository documentation is explicitly requested or part of an agreed setup. Not an automatic detour whenever a bounded task finds a missing manifest.

Diagnose stubborn or repeatedly misdiagnosed bugs from causal evidence. Use when plausible fixes have failed or observed behavior contradicts the explanation. For a requested fix, diagnose first and then continue implementation; diagnosis-only requests remain read-only.

Diagnose or locally edit finished prose when generative defaults are crowding out meaning or voice while preserving the source argument exactly. Substantial rewriting is a new draft, not an edit, and requires a later editing cycle.

Build, fix, or refactor an authorized repository change through implementation, proportionate verification, current manifests, and Git closure. Use legion-intent-design for nuanced outcomes needing durable intent, and legion-spec-design only for real concurrent worker coordination.

Distill a settled conversation into a durable, code-agnostic description of the desired end state before implementation. Use automatically before substantial or nuanced work when the outcome has been developed through dialogue and needs to survive sessions, when current software risks anchoring the design, or when explicitly asked for an intent or end-state document. Use the project goal, relevant product doctrine, and current conversation; do not inspect code or produce implementation recommendations.

Design a lightweight coordination spec for multiple independent workers executing genuinely separable implementation packets concurrently. Use when concurrent work needs durable shared intent, ownership, interfaces, dependencies, collision boundaries, and an integration plan.
